归纳了对定点医疗机构监管的主体,即新型农村合作医疗管理委员会、监督委员会、卫生行政部门、全体社会成员、新闻媒体和县(市)级人大等;制定了监管策略,即准入制度与竞争机制、合同管理、支付方式的合理组合、信息发布、引导病人流向、定期沟通和交流、对相关人员进行培训、动态和封闭管理及制定并严格执行双向转诊制度;提出了控制方法,即前馈控制、实时控制和反馈控制。 |
