危机管理的核心问题是各参与主体的权力———责任机制的构建与调适。为了有效地进行危机救治 ,必须对各参与主体进行合理的权力和责任划分。在政府内部 ,进行纵向的各级政府权责划分和横向的部门间权责划分 ;在政府外部 ,要对非营利组织、营利组织、公众和国际组织等其他危机管理主体进行权力的授予和制约。同时要用法律来保障危机状态下相应权责机制的正常运行。 |

The key problem of crisis management is the construction and adjustment of power- responsibility mechanism of various participators. In order to effectively cure the crisis, we must make a reasonable division of power and responsibility in various participators. This includes division for power- responsibility of government among the longitudinal administrative levels and horizontal sectors.
